You will need:
Construction paper (white or pastel if available)
clear tape
A hole punch
Ribbon
CARD
Fancy cut scissors (if desired)

Take a piece of construction paper.
Wrap it into a cone, then tape
Use fancy scissors to cut the top so there are no pieces poking up (it should look like a party hat)
Use a hole punch to punch holes around the top
Weave ribbon through the holes, leaving enough to put the card through (see picture)
Tie the ribbon into a bow.
